ASS team in Arunachal on mission goodwill

Strengthen age-old ties: Tuki

ITANAGAR, Feb 12: Expressing deep shock at the unfortunate January 29 inter-state boundary incident at Tarasso/Chauldhua that claimed valuable lives, Arunachal Pradesh Chief Minister Nabam Tuki exhorted Assam Sahitya Sabha (ASS) to make all out efforts to strengthen the age-old relations between the peoples of both neighbouring states.

His exhortation came when a nine-member ASS team led by its vice president Dr Paramananda Rajbangshi on a goodwill mission along with the members of Arunachal Pradesh Literary Society (APLS) headed by its president Y D Thongchi called on him at his official bungalow here on Tuesday to express solidarity with the people of Arunachal in punishing the guilty of the incident, finding an acceptable and amicable solution to the boundary row and measures to cement the bilateral ties further.

The economic blockade was univocally condemned by ASS, APLS and the CM, who said it was not justified as innocent people of both states suffer. Lakhs of Assamese are living in Arunachal and same is the case for Arunachaees with strong matrimonial ties with Assamese, Tuki reasoned.

Highlighting the strong bonds between the peoples of both states since the days of North Eastern Frontier Agency (NEFA) when the language was Assamese, teachers and administrators were from Assam, the CM said that both states are inseparable because the   Arunachalees and the Assamese have close social, cultural and linguistic affinity.

Pointing out that responsible NGOs, like ASS and APLS could play a pivotal role in cementing the bilateral relations further, the chief minister consented to the suggestions of Dr Rajbongshi to conduct good will tour by both NGOs to some disputed boundary areas and hold cultural exchange programmes besides inaugurating Lummer Dai Centre for NE Cultural Research at Bihupuria in April next. The centre would be a symbol of strong unity, amity and love between both the states, Tuki said and assured all possible help in response to the ASS memorandum.

Lawmaker Phosum Khimhun, who had attended the annual ASS session at Barpeta has announced a Sishu Sahitya Award named after writer-poet Kengsam Kenglang, Dr Rajbongshi informed, adding ASS formed in 1917 is one the largest NGOs in the world.

Disclosing that he has been attending numerous socio-cultural-political functions at the invitation of his uncounted friends in Assam, Tuki said he had begun his political career from Guwahati in 1983 in presence of former Prime Minister Indira Gandhi.

"The Tarasso/Chualdhua incident should have never occurred as I expedited the visit of Supreme Court constituted single-man Local Boundary Commission headed by retired high court judge Tarun Chattarjee and members M K Naidu and S K Goel, which visited 12 disputed areas and the last were to Tarasso, Gumto and Kimin under Papumpare district; Likabali under West Siang, Gerukamukh and Dollungmukh under Lower Subansiri during Nov 12 to 14 last to take stock of the ground realities by interacting with the people.  Both the state governments took immediate steps to bring normalcy, the Sonitpur and Papum Pare district administrations have been conducting investigations while "I have urged the home ministry for an independent probe," he said and suggested the media teams of both state to visit the affected area for factual reporting.

"The statue of India's cultural icon Dr Bhupen Hazarika would be installed at Itanagar for which APLS president Thongchi has been entrusted with the responsibility," Tuki informed.

"Humanity is beyond political border which was proved when you whole heartedly took part in the last rites of Bhupenda and brought his ashes to be immersed in the rivers of Arunachal," Dr Rajbongshi said and urged Tuki to take bold steps along with his Assam counterpart Tarun Gogoi and the central government to punish the perpetrators of January 29 incident besides finding an amicable solution to the boundary imbroglio by winning the trust of the people of both sides.

"Arunachalees had fought with the Britishers for Assam. The relations have been continuing since then and it should not be stained at any cost," Thongchi said in his address.

The rendition of melodious Assamese and Arunachalee numbers reflected the truth behind India's unity song "Mile sur mera tumhara".

The ASS team included Rayanti Rava, Sangeet Natak Academy's Ustad Bismail Khan awardee, Debojit Bora, Manik Ahamed, Nipen Kumar Das, Sunil Gurung, Palak Gogoi, Banikanta Rava and J C Sharma. Guwahati DRC D J Bora accompanied the team.

Naxals extort Rs 140 crore annually

New Delhi, Feb 12: Naxals are trying to set up organisational bases in the Northeast to forge ties with other insurgent groups to meet their military needs and the Assam-Arunachal Pradesh border has emerged as another theatre of Maoist activities, the government said on Wednesday.

"The CPI(Maoist) has developed close fraternal ties with Northeast insurgent groups like the Revolutionary People's Front and People's Liberation Army of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition," Minister of State for Home RPN Singh told Rajya Sabha in a written reply.

The minister said the Upper Assam Leading Committee (UALC) of CPI(Maoist) is presently operating in Assam and Arunachal Pradesh and have been involved in incidents of looting of weapons and extortion from local villagers.

The government said UALC has also been engaged in recruitment and training of cadres for the outfit in Assam and these cadres have been utilised in extensive propaganda against mega dams in Assam.

"In this backdrop, Assam-Arunachal Pradesh border has emerged as another theatre of Maoist activities. The outfit is also establishing separate channels in the Northeast, particularly in Nagaland for procurement of ammunition," the minister said.

Singh said the central government has alerted the state governments concerned of the Northeast in this regard. The government is also monitoring the situation closely, he said.

"The activities of CPI(Maoist) has declined significantly in the Northeast in recent times, consequent to the arrest of important cadres from the area," he said. Naxals have been extorting money to the tune of Rs 140 crore annually from contractors, businessmen and corporate houses besides their front organisations are suspected to be receiving foreign funds clandestinely.

"Though an exact quantification of their finance is not possible, it has been assessed in a study conducted by the Institute of Defence Studies and Analysis, Delhi, that the CPI-Maoist has been collecting not less than Rs 140 crore annually from a variety of sources," Minister of State for Home RPN Singh informed Rajya Sabha in a written reply today.

He also said possibility of certain front organisations of CPI(Maoist) clandestinely getting foreign funds cannot be ruled out.

Singh said the main source of funds for the Maoists include extortion from 'tendu patta' contractors, extortion from infrastructure/ development work contractors, 'levy' from businessmen and corporate houses.

In addition, they rob banks and public and private properties to augment their finances.

"The Left Wing Extremists groups, particularly the CPI (Maoist), extort considerable 'levy' from various illegal mining mafia groups in Naxal-affected states," the minister said. PTI

Disappointed

Dear Editor,

Through the column of your esteemed daily I would like to express extreme disappointment against Lower Dibang valley administration for not publishing the recruitment date of computer-cum-account assistant in the local dailies. I want to ask district administration, whether there are no internet facilities available in your office or what? If yes then why don't you inform us about date of interview? Are the fees for publishing advertisement too much? If other district administrations can publish it in the local dailies then why can't our district administration do the same?

At last, being an unemployed youth of LDV, I want to tell district administration that you had disappointed us.

Yours,

Kadum Pertin

Let's stop acting like wild animals

Dear Editor,

It is heartening to know that entire country is expressing their solidarity over the brutal killing of our beloved brother late Nido Tania. The episode was given a national character by news channels like Times Now, Headlines today and various other channels. Being alarmed by such brutality, whole day I kept browsing news channel to catch up every details of what would be next. But, alas! Every time I switched on my TV, it would show me some unending debate of politicians and time consuming advertisements. Few years ago, in South Delhi while entire Arunachal students were expressing solidarity with press fraternity by organizing protest against the brutal attack on young lady journalist Tongam Rina of Arunachal Times I was amazed to find most of the country's leading news channels like Zee news, Times Now and others present except my favourite Aaj Tak channel. I was thinking what is wrong with this news channel? Is there any reason for not covering us? Yes, there may be one solid reason. "Few years ago some guys in Itanagar broke vehicle of Aaj Tak and even attacked its staff, which forced them to flee from the state," told me a fellow Arunachalee. Dear people of Arunachal, let's stop acting like wild animals. Today we claim that we are in modern age but sadly many are seen acting like they are still in Tarzan era. This generation is perishing anyhow but let's save our future generation. Lastly today we can be proud of having successfully united every Indians in protest against various injustices........be it Tongam Rina's case, Tarrasso incident or late Nido Tania's case. It is only because of the incredible role played by our media and press fraternity that our minds are truly awakened.

Yours,

Philip Jerang

KGBV teachers being ignored by state government

Dear Editor,

Through your esteemed daily, I on behalf of East Kameng Kasturba Gandhi Balika Vidyalaya Teachers Association (EKKGBVTA) would like to draw kind attention of Government of Arunachal Pradesh towards hardship faced by the teachers working under the ambitious programme of Government of Arunachal Pradesh that is Kasturba Gandhi Balika Vidyalaya (KGBV).

The GoAP are interested to promote girls education in Arunachal Pradesh but they are totally ignoring the welfare of staffs working under KGBVs of Arunachal Pradesh.

The salaries of staffs are very meager as compared to duties that we perform. The prices of essential commodities are getting hiked day by day but our salary remains stagnate since it was implemented from 2005-06 in Arunachal Pradesh. The GoAP has enhanced the salary of each and every department; right from the regular, casual and contractual workers as per the Sixth pay commission but they did not enhance the salary of KGBV staffs at that time.

From that very moment the KGBV staffs started to submit memorandum after memorandum to GoAP but still our genuine demands are not fulfilled till date and GoAP is remaining silent towards our demands.

At present also indefinite pen down strike was declared by AAPKGBVTA from 27th January 2014 but still GoAP is not in mood to solve our problems. GoAP is totally responsible for the present pen down strike because they failed to meet our genuine demands.

Hope, our grievances will be looked into by the authorities in the right earnest and needful action be taken at the earliest possible.

Yours,

Vijay Tamang

General Secretary,

(EKKGBVTA)

New boundary tension erupts

The Assam-Arunachal boundary problem is again back to forefront. Tension is prevailing in Durpai village of West Siang district after group of senior officers from Assam led by SP and ADC of Dhemaji district yesterday visited the village and asked villagers to vacate the land. The Assam officials had claimed that the land belongs to them. This incident comes just few days after border clash at Tarasso claimed 10 lives. The incident resulted in imposing of economic blockade against Arunachal. Also one Arunachalee boy was brutally assaulted at Assam.

The economic blockade which lasted for one week paralyzed whole state. State capital was cut from rest of the country due to blockade. It caused immense pain to the people of state. Such was the intensity of blockade that if it had lasted for another week, there could have been retaliatory action in Arunachal. The government of Assam and Arunachal should take urgent note of Durpai incident and take precautionary measures. The two states cannot afford to have another clash as it will possibly destroy the age old relation.
